North Star is pleased to welcome Leticia Frank, an international rail professional with 16 years’ experience across senior leadership roles in both heavy and light rail operations. Specialising in operations, transformation projects and organisational design, she has delivered results for major rail operators in the UK and Middle East. At a corporate level, she has successfully led mobilisations, bid workstreams and bid strategy implementation in complex stakeholder environments. Leticia held several senior roles at Keolis, including for the Dubai Metro and Tram, as well as for Keolis’ operations in Wales. She also spearheaded the use of Artificial Intelligence (AI) in rail, a technology which is now adopted by most rail operators in the UK.
Projects include:
- Leading the operations mobilisation workstream in readiness for the commencement of Keolis-MHI’s operation of the Dubai Metro and Tram, including customer experience and operational readiness
- Developing and implementing a robust Performance Improvement Strategy for KeolisAmey Wales
- Overseeing a project to harness AI technologies in rail for better safety and customer experience, which saw KeolisAmey Wales awarded an Excellence in Technology & Innovation award in 2021
- Leading performance and operations workstreams for a number of UK rail franchise bids and acting as a quality reviewer for Keolis’ bids globally.
