We are delighted to announce that Andy Brooks has joined North Star Consultancy. Andy’s career of over 30 years includes 15 years at Serco.
Most recently, Andy supported Serco’s mobilisation of the New Caledonian Sleeper Franchise, where he led the process of ROGS Safety Certification and established the integrated management system. Prior to this, he was Operations Director at Driver Examination Services in Toronto, where he delivered a successful transition towards a new style partnership agreement with the Canadian Ministry of Transportation.
Since joining North Star he has worked on collaborative management strategies and undertaken PQQ evaluation for the DfT.
Prior to this, he acted as Safety and Assurance Director for the UK and HSQE Director for Serco Middle East. During his time in the UAE he was a senior member of the executive team responsible for mobilising and operating the Dubai Metro and was personally responsible for building and leading a new HSQE organisation and achieving safety certification for the new metro against highly challenging timescales. He was also a leading member of the executive team that delivered a major operational and cultural transformation to deliver record breaking public transport services on the Docklands Light Railway for the 2012 London Olympics.
Andy specialises in the management of operations and health, safety, quality and environmental issues within complex multi-stakeholder organisations, including the design, implementation and continual improvement of management systems compliant to external standards (e.g. ISO9001, ISO14001). His approach to project and programme management incorporates pragmatism, innovation and tenacity. Over the course of his career he has sat on a number of Operating Company Boards, including a Non-Executive role for a limited company.
