Isabelle Coombes - Senior Consultant

Isabelle is a transport operations consultant and technical writer of bid proposals and other operations documentation. Since joining North Star, Isabelle has undertaken a variety of technical writing commissions in the UK and overseas. Notably, this includes a seven-month commission in Dubai in 2016, responsible for technical writing, formatting and completion of several operational plans for Serco Middle East’s bids for operating and maintaining the Doha Metro/Lusail Tram (Qatar) and the Riyadh Metro (Saudi Arabia).


In Europe, Isabelle has supported Metro Service’s successful Copenhagen Ring 3 LRT and Copenhagen Metro O&M bids. She was subsequently asked to return to assist with the set-up of a document control system as part of the Ring 3 LRT mobilisation. Isabelle was part of the North Star team that supported the development of Spanish company Talgo’s successful pre-qualification questionnaire (PQQ) response for the supply of rolling stock to HS2. Other bid work includes the writing of a PQQ response for the supply of agency customer service staff to MTR Crossrail, editing of Ansaldo STS’s bids for ERTMS implementation in Norway, and ongoing bid writing support to Hitachi’s rolling stock offerings to franchise bidders.


In addition to her bid writing expertise, Isabelle has conducted primary research for London Luton Airport as part of North Star’s rail transport technical advisory contract. She has also worked with a North Star team conducting a review of Govia Thameslink Railway’s command and control protocols, including participating in workshops with operational managers and assisting in the development of a new protocol and associated materials.
