DF new headshot

Dare is a rail operations, performance and business planning specialist with more than 15 years’ experience, including seven years at the Docklands Light Railway (DLR) working for both the franchise and client. He has extensive experience of business analysis, predominantly performance activities, and the tools used to conduct such analyses. During his extensive experience at the Docklands Light Railway, Dare held a number of positions. Most recently, Dare was Benchmarking Manager where he was responsible for analysis of data and liaison with benchmarking organisations. Dare led the DLR’s interface for the Annual International Benchmarking data collection and modelling across hundreds of KPIs.

Prior to this role, Dare was the Head of Performance, responsible for leading a wide variety of projects and was championed multiple times for performance improvement initiatives including the ‘Journey to 100’ campaign, which produced a 50% reduction in delays for the DLR. In this role, he also coordinated the implementation of a Customer Engagement strategy to move the customer satisfaction score from 87% to 90%. Dare also held the position of Performance Improvement Manager for three years, including during the run-up to the London 2012 Olympic Games where the DLR was a vital source of transport.

With North Star, Dare has delivered timetabling, data analysis and data modelling projects since 2015. He recently modelled survey data and patronage data for London Luton Airport’s business case and supported GTR’s revised timetable rollout to fix their May 2018 timetable issues. Last year, Dare was a key part of the North Star team conducting a cost estimation for the Tel Aviv Red Line franchise bid, where he brought his modelling experience to develop the systems cost estimation. As a separate exercise, his performance expertise was used to estimate the performance regime’s impact on the total franchise cost for the Tel Aviv Red Line. Dare reviewed Manchester Metrolink’s revenue protection historical data to model current and future staff deployment. He also applied his analytical skills to train dispatch modelling for London Southeastern Railway and also for Chiltern Railway. Dare obtained his MBA in 2009 with distinction and is a Chartered Member of the Institute of Logistics and Transport.
