Spencer is an international, highly-skilled and adaptable bid and technical writing professional with 17 years’ experience managing and delivering high-value tenders in rail, bus, maintenance and other regulated sectors. His experience covers all stages of the bid lifecycle, from pre-qualification questionnaires (PQQs), through to expressions of interest (EOI), main bid responses and best and final offers (BAFOs). Within the bid lifecycle, he has led writing teams and worked as a Bid Manager and as a Bid Writer. Spencer has worked on complex, high-profile projects, such as developing UK rail franchise submissions (with FirstGroup, National Express, Stagecoach, Virgin and Abellio) and RATP Dev/Alstom’s Dubai Metro & Tram operations and maintenance (O&M) bid. He acted as Proposals Manager for Siemens Operational Telecommunications and Security Systems bid for High Speed 2 (HS2) and bid for Hitachi Rail’s Command, Control & Signalling and Traffic Management Systems bid for HS2.

He has collaborated with subject matter experts, designers and project managers across the breadth of rail operations (for example, rolling stock and maintenance, ticketing and revenue protection, sustainability and accessibility, health and safety, customer services, asset management, and human resources (HR)) to develop well-structured and compelling bid documents. He has managed, as the Quality Lead, teams of up to 40 subject matter experts and authors to deliver high-quality, compliant bid submissions designed to maximise technical evaluation scores, as evidenced in the Dubai Metro and Tram O&M bid, and winning the ScotRail, Greater Anglia and West Midlands bids. Spencer developed his skills working for a variety of public and private sector customers, including Abellio Group where he led the writing function and at KPMG within the Transport Advisory team.
