Rachael Davidson

Senior Consultant / Operations Manager (Middle East)

Rachael is a rail project and bid management professional and is experienced in bid management, programme management, rail mobilisation, bid and plan writing, quality and compliance. For over 15 years she has practiced these skills delivering tenders to government entities in a variety of disciplines, specialising in the areas of rail, transport and customer service.

Since joining North Star, Rachael has supported the mobilisation of two new rail systems in Qatar working for the operator RKH Qitarat and supported the mobilisation of Riyadh Metro for the operator, CAMCO, where she was responsible for developing and managing the mobilisation plan, managing/coordinating the functional leads for each of the deliverables, ensuring that all deadlines and deliverables were met, and managing any slippage recovery. As part of that role, she also managed project governance and reporting, liaising with key stakeholders, including the client and all major subcontractors. Rachael’s other projects have consisted of bid and submission management for multiple clients, including developing the submission strategy and leading the submission for Hitachi as part of a PPP bid for Sydney Metro, Western Sydney Airport.

Prior to joining North Star, Rachael worked for Serco Middle East where she was Bid Manager for transport, aviation, defence, fire and rescue services, customer service, healthcare and facilities management bids. She was Bid Manager for their tender for operation and maintenance of the Riyadh Metro, the largest bid in Serco Group. She also led the early mobilisation preparation for Riyadh Metro and assisted with the early mobilisation preparation for the Doha Metro/Lusail Tram on behalf of Serco. In the UK, Rachael worked as a Bid Manager for both Serco and Capita, working on successful billion and multi-million-pound bids for the local government sector and the Cabinet Office.
