Leanne Wheeler

Senior Consultant / Operations Manager (Asia Pacific)

Leanne is a railway operations management professional with experience gained on major rail operations readiness and mobilisation projects and high-profile rail bids in the UK, Middle East and Australia. She is skilled in operations management, project and programme management, stakeholder management, bid management and Operations and Maintenance (O&M) technical writing with a focus on quality and compliance.

Leanne’s experience has been gained leading major mobilisation projects on behalf of a number of international transport operators and producing high-value bids in the transportation, defence and aviation sectors. Significantly, as Operations Project Manager and Interface Lead for the mobilisation of the GoA4 metro in Doha, Qatar, she used her programme management and operations expertise to deliver approval of over 200 operations documents and technical procedures required for the final Operator Safety Case, including managing all responses required to close safety notices and comments from the government body Qatar Rail and the Independent Safety Assessor. The following year, Leanne moved to Australia and supported the operator of the Sydney Light Rail throughout the critical operations readiness phase. This included responsibility for programme managing the delivery of all technical training required for new LRV drivers, delivering training to drivers based on rail systems knowledge, finalising Operations Management Plans requiring approval from Transport for New South Wales (TfNSW) prior to system launch and writing processes for external contractors requiring Permits to Work and Permits to Access.

Leanne’s most recent role was Submissions Manager for one of the bidders for the Auckland Metropolitan Rail Services Franchise, with full responsibility for leading a team of writers, editors and designers towards delivering a high quality and technically compliant submission, including critical input to the bid strategy and win themes. As well as a first degree and Master’s degree, Leanne also holds a BSc in Railway Operations Management from the UK Institution of Railway Operators. Her dissertation examined the implementation of ETCS Level 2 in combination with GoA2 Automatic Train Operations to improve operational capacity on the mainline Sydney Trains network.
